Andrew Minack


Andrew is the First Assistant Coordinator-General heading up the Programs and Policy Division at the National Emergency Management Agency. This role includes the delivery of NEMA’s flagship programs including the Disaster Recovery Funding Arrangements and Disaster Ready Fund. He is also the policy lead for NEMA on a range of emergency management issues including community resilience, risk reduction planning and the insurance sector. Andrew comes from the Victorian public sector where he has held a number of senior executive roles in state and local government organisations. These roles including working on the operational response to the COVID-19 pandemic and was Deputy Secretary at Emergency Management Victoria during the 2019/2020 bushfires.

He enjoys surfing, walking in the Scottish Highlands and is a tragic supporter of the Richmond Football Club.
